This report presents the main findings of the OECD's first Survey on the Drivers of Trust in Public Institutions carried out in Latin America and the Caribbean (LAC), the first regional exercise of the OECD Global Trust Survey Project. It illustrates levels of trust in different public institutions and explores how people’s experiences with, and expectations of, government influence trust. These expectations range from day-to-day interactions with public institutions to government decision making on complex policy issues. The survey was conducted in ten countries in 2023 and 2025.
The questions in the OECD survey build on the OECD Framework on Drivers of Trust in Public Institutions, developed over the past decade by the OECD Public Governance Committee.
The countries that participate in the Trust Survey do so with the aim of better understanding people’s expectations of their democracies and identifying ways in which they can deliver better for people through improved public governance. The OECD Secretariat has benefitted throughout this work from strong engagement from the Public Governance Committee through its Global Trust Survey Project and formerly through the Advisory Group of the OECD Trust Survey in LAC.
