Amid growing domestic barriers to digital trade, countries are increasingly engaging in international regulatory cooperation on digital trade related issues. To assist policymakers navigate this complex landscape, the OECD Index of Digital Trade Integration and Openness (INDIGO) provides a summary measure of evolving international discussions and commitments on key digital trade issues across 193 countries from 2000 to 2024, in the context of trade discussions (INDIGO-t) and non-trade discussions (INDIGO-i). The index ranges from zero to one, where zero indicates no digital trade integration and openness, and one represents full integration and openness with all partners across all identified issues. The INDIGO is calculated at the bilateral level, capturing both the breadth and depth of international discussions. This Technical Paper outlines the framework, scoring, aggregation, and weighting methodology used to construct INDIGO.
