This chapter provides guidance on the structure of the individual jurisdiction reports. This is to assist in reconciling the individual jurisdiction report with the latest EOIR peer review report of the jurisdiction and facilitate an understanding of the outcomes of the process and the next steps expected from the monitored jurisdiction.

Status of implementation of recommendations issued in the peer review report

Each recommendation is numbered, given a brief title and is reproduced in full, together with its underlying factor, with a reference to the relevant paragraphs in the EOIR report.
The first row indicates the element of the standard to which the recommendation relates. The word “framework” is used to indicate whether the recommendation pertains to a deficiency identified in the legal and regulatory framework. Similarly, where the recommendation pertains to the implementation of the legal and regulatory framework, the word “practice” is used.
The row Summary of actions reported summarises the submission received from the jurisdiction on the actions taken to address the recommendation.
The row Conclusion presents the analysis of the submissions received from the jurisdiction leading to the conclusion drawn on the addressing of the recommendation and explains the reasoning for arriving at the status of the recommendation.
The row may contain, by way of additional text in bold, a new recommendation. This has happened in the situations discussed under Chapter 1 of this report, i.e. for accepting a framework recommendation as addressed and asking the jurisdiction to provide information on implementation aspects (practice recommendation), or where the recommendation is addressed but a related gap is identified that needs to be addressed to achieve compliance with the standard (see Chapter 1, section “PRMG decisions”, sub-section “Issuance of new recommendations”).
Status determined indicates the status of the recommendation. The statuses are one of the five statuses as discussed in Chapter 1 of this report (see section “Statuses determined and actions required”). Where a new recommendation has been issued even as the earlier recommendation has been accepted as (provisionally) addressed, the row status required indicates the status for the recommendation and indicates the issuance of a new recommendation.
Actions required indicates what the jurisdiction should submit/provide in respect of the recommendation for its next self-assessment.
For (provisionally) addressed recommendations, “No immediate action required” is indicated.
Where an addressed recommendation pertains to timeliness of responding to requests under Element C.5, the jurisdiction is reminded to continue providing statistics on timeliness as required under paragraph 29 of the methodology of enhanced monitoring (or under paragraph 53 of the methodology where jurisdictions have addressed all recommendations, which has been validated by the assessment panel).
Where the status has been determined to be “in the process of being addressed” without further material progress or “has not been addressed” for more than three years from the most recent review, the jurisdiction has been asked to submit a schedule for completion of actions to address the recommendation and provide an annual update from 31 March 2026.
Where a new recommendation has been issued even as the earlier recommendation has been accepted as (provisionally) addressed, the row indicates “No immediate action required” for the addressed recommendation while the actions required are specified in relation to the new recommendation.
Status of implementation of recommendations issued in the enhanced follow-up process

EOIR experience

For the jurisdictions covered under the first cycle of the first round of enhanced monitoring, calendar years 2023 and 2024 constitute the monitoring period for such purpose. The actions taken in relations to these requests and the timeliness of the responses are analysed.
This section also briefly summarises the peer input received on the jurisdiction. Where the peer input has led to identification of potential issues, the peer input has been examined and analysed.
New developments having a bearing on the EOIR standard

Next steps
