This policy paper was produced as part of the project Community participatory processes, focussed on equity in health, at the local level, realised by the Directorate of Employment, Labour and Social Affairs of the OECD in collaboration with the Department of Health of the Basque Country (Spain). The project was funded by the European Union via the Technical Support Instrument, and implemented by the OECD, in cooperation with the European Commission (reference grant: DG REFORM/IM2023/007). The main objective of the project was to support the Basque authorities in developing a strategy to establish mechanisms and processes to strengthen community action for the promotion of public health and well-being, building on and creating synergies with existing initiatives. The content of this policy paper builds on the information obtained through an international workshop organised in the Basque Country in July 2024, complemented with desk research and online interviews.
