This paper was prepared by the OECD Public Governance (GOV) Directorate under the leadership of Elsa Pilichowski, Director, and Anna Pietikäinen, Head of GOV’s Regulatory Policy (REG) Division, and under the guidance of Daniel Trnka, Deputy Head of Division.
The paper was written by Johannes Klein, Pamela Portocarrero, Martina Podestà, and Yola Thuerrer under the supervision of Daniel Trnka. The authors express their gratitude for valuable feedback and input received from colleagues in the Public Governance Directorate and the Environment Directorate, as well as from colleagues from the European Commission, the governments of Korea, Luxembourg, and Switzerland.
The toolkit was developed in co-operation with the Ministry of Environment of the Republic of Korea and the Korean Environment Institute as part of an OECD-Korea project to support environmental regulatory reform in the country. It was first presented at the 30th session of the OECD Regulatory Policy Committee in April 2024. The discussion provided valuable input from various Member countries, ensuring wider relevance for all OECD countries as well as non-members.
