AI in Strategic Foresight: Reshaping Anticipatory Governance examines how artificial intelligence is moving from experimentation to practical application in the field of strategic foresight. Developed jointly by the OECD and the World Economic Forum, the publication draws on a global survey of 167 practitioners across government, business, academia and civil society to capture a field in rapid transition.
The findings show that most foresight professionals are already using AI to scan for signals of change, analyse large datasets and support scenario development, with many reporting significant time savings and expanded analytical capacity. A smaller but growing group is also experimenting with AI as a creative or analytical partner in systems mapping and scenario design.
Yet the report also underscores persistent challenges: concerns about reliability, transparency and bias; gaps in technical skills; and uneven access to tools, particularly in the public sector where data security constraints and unclear guidelines can limit adoption. These issues raise important questions about how to ensure AI strengthens rather than distorts foresight practice.
