Smart Regulations, Strong Business: Enabling Growth and Societal Protection in a Fast-Changing World is part of the OECD's work on regulatory policy and a product of the Simplifying for Success (S4S) initiative under the Regulatory Policy Committee. The S4S initiative aims to support renewed government efforts to deliver simple, smart and streamlined regulations to help unlock prosperity.
The report draws on evidence from the OECD S4S Surveys, conducted from July to September 2025 among governments and business organisations across OECD Members and Accession countries, as well as the European Union, with responses received from 34 jurisdictions. It draws on exchanges during the High-Level Symposium on Simplifying for Success hosted at the OECD Headquarters in November 2025. Analysis also builds on data from the Indicators of Regulatory Policy and Governance (iREG) and other existing OECD work on regulatory policy, including the OECD Regulatory Policy Outlook 2025.
The report was prepared under the leadership of Elsa Pilichowski, Director of the OECD Public Governance Directorate. It was drafted by Anna Pietikäinen, Head of the Regulatory Policy Division, and Policy Analysts Tobias Querbach and Ramisa Huq.
