This follow-up monitoring report was prepared within the framework of the fifth round of monitoring of the Istanbul Anti-Corruption Action Plan. It evaluates Ukraine’s anti-corruption reforms against a set of indicators under nine performance areas in anti-corruption policy, corruption prevention and enforcement of corruption offences. It analyses developments made since the baseline report review, focusing on implementation and enforcement. It also identifies areas for improvement to guide further reforms. Despite Russia’s full-scale invasion of Ukraine, the country’s anti-corruption progress has been significant. Highlights include a modern and inclusive system for monitoring and evaluating anti-corruption strategy, further progress in strengthening whistleblower protection and the specialised anti-corruption institutions, as well as key legislative reforms that allowed the initiation of the accession to the OECD Anti-Bribery Convention. At the same time, Ukraine must remove obstacles to effective enforcement of corruption offences, complete extraordinary vetting of judges, and ensure judicial independence in practice.
