The Information Security Officer Leadership Programme is a Global Forum capacity-building initiative dedicated to developing information security leadership and strengthening governance, risk management and information security capabilities in tax authorities. It forms part of the Global Forum Secretariat’s broader strategic efforts to help jurisdictions protect information exchanged under international tax agreements and effectively implement the confidentiality and data safeguards requirements.
Launched in 2026, the programme supports information security officers or officials in similar roles in strengthening their tax authorities’ information security management frameworks and implementing sound confidentiality and data safeguard practices. The programme helps those participants fulfil information security responsibilities within their jurisdictions by bridging the gap between technical expertise and information security governance, risk management and compliance responsibilities.
By combining practical assignments, real-world scenarios and peer exchange, the programme enables participants to apply internationally recognised information security standards and good practices within their respective tax authorities. Its learning-by-doing approach helps participants translate theory into practice, with a strong focus on operational decision-making, accountability and the development of practical information security policies and procedures.
