18/12/2024 – Forty tax officials, twenty-five of whom were females, met on 16-17 December in Paris, France, for the second meeting of the Train the Trainer network, hosted by the Secretariat of the Global Forum on Transparency and Exchange of Information for Tax Purposes (Global Forum). The meeting gathered participants from all over the world: Barbados, Brazil, Cameroon, Côte d’Ivoire, Gabon, Georgia, Guatemala, Jamaica, Madagascar, Malaysia, Mali, North Macedonia, Papua New Guinea, Philippines, Qatar, Rwanda, Senegal, Seychelles, Tanzania, Thailand, Türkiye and Zambia.

Global Forum hosts second meeting of the Train the Trainer network
The participants shared experiences on conducting successful trainings and on the impact of trainings on the use of exchange of information (EOI) tools and domestic resource mobilisation. They also discussed their jurisdictions’ EOI training needs and challenges, as well as the solutions to overcome them, including the use of technology and the integration of training in the tax administrations’ strategies to tackle tax evasion through EOI. Finally, the trainers reflected on the priority topics to be addressed to continue to improve their skills and the possible improvements that could be made to the new cycle of Train the Trainer in 2025.
The Global Forum’s Train the Trainer programme aims at offering sustainable local training resources in EOI, allowing local trainers to internalise, adapt and multiply the acquired knowledge and skills in their own tax administrations. Launched in 2021, the programme covers Africa, Central and Eastern Europe, the Middle East, Latin America, Asia and the Caribbean.
Overall, in four years, the programme has helped the 200 trainers from 67 jurisdictions conduct 273 local training events in their respective jurisdictions, resulting in the training of over 8900 tax officials, including 43% of female officers. On average, each trainer from the Train the Trainer programme has been able to train 44 other tax officials.
Welcoming the participants, the Head of the Global Forum Secretariat, Ms Zayda Manatta, congratulated all the successful participants from the Caribbean for completing the 9-month demanding programme and the 2021, 2022 and 2023 cohorts for their continued efforts in spreading awareness on the potential of EOI within their tax administrations. She lauded their efforts, which are contributing to the sustainable development of EOI capacities within their jurisdictions.
The Global Forum is the leading multilateral body mandated to ensure that jurisdictions around the world adhere to and effectively implement both the exchange of information on request standard and the standard of automatic exchange of information.
