The OECD Forum on Tax Administration (FTA), a subsidiary body of the Committee on Fiscal Affairs, was created in 2002 and brings together tax commissioners and tax administration officials from over 50 countries. The 2025 FTA Plenary will gather Commissioners from advanced and emerging tax administrations and representatives from international organisations and regional tax administration bodies.

Opening session:
- The opening session was held on Tuesday 18 November 2025 from 9:00 to 10:15 SAST.
- High-level speakers joining the opening session included Bob Hamilton, Chair of the OECD Forum on Tax Administration; Manal Corwin, Director of the OECD Centre for Tax Policy and Administration; Edward Kieswetter, Commissioner of the South African Revenue Service. A keynote speech was delivered by South Africa Deputy Minister of Finance, Ashor Sarupen.
