The aim of the workshop is to discuss the possibilities to promote and improve evidence-based policy design in MITES and MISSM. The OECD will present the results of its ongoing project with the Spanish authorities and introduce the Impact Evaluation Framework, which constitutes one of the project’s main outputs. In presenting the framework, the OECD will discuss the importance of rigorous counterfactual impact evaluations in informing policy design, provide a brief overview of the most commonly used methods, discuss how data collection and linking can be improved in Spain to support impact evaluations, and outline key steps to ensure that impact evaluations are put to use for evidence-based policymaking. The experiences from Belgium (Flanders) and Italy will be presented during the webinar to provide concrete examples of good practices in using administrative data to design, implement and evaluate policies. The discussion will provide a useful starting point for the subsequent launch of the OECD-EC follow-up project with Spain: a pilot implementation of the Impact Evaluation Framework on two policy interventions.
