Support to Enhanced Administrative and Public Economic Governance in Egypt

The project seeks to improve administrative and public economic governance, with a view to strengthen capacities of the Egyptian administration in achieving its sustainable development vision and responding to citizens' needs.

More specifically, the project will aim at:

• Strengthening government effectiveness and capacities for implementing and monitoring its Sustainable Development Strategy 2030 (SDS) and Administrative Reform Plan (ARP).
• Enhancing Public Finance Management (PFM) systems and the Ministry of Finance’s (MoF) capacities enabling an efficient and fair public financial management.

The project is implemented with the financial support of the European Union.

The government of Egypt is undertaking profound reforms to modernise its public administration and meet the most pressing challenges facing the country today and into the future. These efforts are rooted in milestones achieved to date, with the adoption of Egypt Vision 2030 (2016) and the National Administrative Reform Plan (2014). While progress has been achieved, the Government of Egypt stands at a critical juncture to deliver on its ambitious reforms by 2030 and ensure their continuity beyond this milestone. These transformative reforms will require a gradual and long process to change how public administration operates. In this regard, key achievements to date provide a foundation for Egypt to unlock the potential of its ambitious reform agenda to meet citizens’ needs and expectations.

The project was developed, and is being implemented, in line with the 2014 Egyptian Constitution, the fourth pillar of its Sustainable Development Strategy focusing on transparency and efficient government institutions, and its 2014 National Administrative Reform Plan, providing guidelines for legal, institutional, human and financial public administration reforms. It is in line with Egypt’s Voluntary National Review of Vision 2030 and Egypt’s Human Development Report, both published in 2021. Through enhanced administrative and public economic governance, a strengthened public sector’s effectiveness, efficiency, accountability, and transparency should contribute to satisfying citizens’ needs and improved public services.

The project action was designed and is being implemented in cooperation with local authorities and stakeholders, such as the Ministry of Planning, Economic Development and International Cooperation (MPEDIC) including the National Institute for Governance and Sustainable Development (NIGSD), which operates under MPED, the Central Agency for Organisation and Administration (CAOA), the Ministry of Communications and Information Technology (MCIT), and the Ministry of Finance (MoF), as well as independent bodies, civil society, private sector, and universities.

The Youth Policy Shapers in Egypt (YPS) is a joint programme by the Government of Egypt (represented by the National Institute for Governance and Sustainable Development - the training arm of the Ministry of Planning, Economic Development, and International Cooperation – MPEDIC), the European Union, and the OECD through its MENA-OECD Governance Programme. This ambitious youth empowerment initiative is supported under the European Union-funded project “Support to Enhanced Administrative and Public Economic Governance in Egypt.”

The YPS focus on empowering young people to enhance their involvement and impact in sustainable development. This includes promoting youth and gender equality, fostering innovation and knowledge, building an inclusive and robust economy, reducing disparities, and fostering social and economic integration, among other goals.

Launched in February 2023, the YPS invited participants (aged 18-25) who had benefited from the national flagship initiative “Be an Ambassador” by the National Institute for Governance and Sustainable Development from across all 27 governorates in Egypt. It provided young people with the opportunity to take the lead in setting up social action projects in their communities.

Selected participants contribute through their initiatives to promote the objectives of sustainable development and Egypt Vision 2030, aligning with the EU-Egypt Partnership Priorities 2021-2027 to lead concrete projects on the ground. The programme supports them in deepening their skills and obtaining extensive technical support to implement actions that will benefit their communities in their respective governorates.
