Achieving a more inclusive labour market, with high quality job opportunities for all population groups, is important to avoid that people with vulnerabilities are left behind and to prevent labour market shortages from building up.
In this context, active labour market policies (ALMPs) and Public Employment Services (PES) have a key role to play by supporting jobseekers and employers, improving labour market matching and addressing the barriers that vulnerable groups face in entering the labour market.
Over the past years, Korea has made a number of changes in its provision of ALMPs, including through important efforts to modernise and digitalise the PES. The OECD is reviewing and assessing Korea’s current ALMPs and PES to further fine-tune their effectiveness and efficiency, while drawing on other OECD countries’ experiences and good practices.
