Artificial intelligence (AI) is beginning to reshape how vocational education and training (VET) systems develop VET curricula and qualifications. These processes – traditionally lengthy, expert-driven and resource-intensive – are under increasing pressure to respond more rapidly to changing labour market needs driven by technological change, green transitions and structural shifts.
Across OECD and partner countries, the use of AI in VET development is still emerging. Early applications focus on labour market analysis, competency mapping, automated drafting, and quality or compliance checks. While AI shows promise to make VET development more agile, evidence- based and efficient, significant questions remain about potential risks, governance, data quality and the continuing need for human oversight.
The OECD project “Leveraging AI to Improve the Development of VET Curricula and Qualifications” aims to strengthen international understanding of how AI is used – or could be used – in VET development. It will draw on cross-country evidence, stakeholder surveys and ten case studies to document emerging practice, identify potential benefits and risks, and provide strategic directions for VET stakeholders.
