The OECD Policy Foresight Training Programme is a project-based learning initiative for public officials from OECD Member countries designed to strengthen the use of strategic foresight in policymaking and governance. It is demand-driven, fully-cost recovered, and responds to the OECD’s 2025-26 Programme of Work and Budget priority on Supporting Government Foresight Capacity by offering customised support and best practices for strategic foresight, and equips participants to use or expand foresight in live institutional contexts.
Over the three-phase programme, a cohort of mid- to senior-level officials will learn to apply multiple foresight methods to practical policy issues drawn directly from their own organisations. Participants are expected to bring a policy or institutional challenge they are actively dealing with to be addressed throughout the programme as a basis for learning, experimentation, and guided reflection.
