OECD Policy Foresight Training Programme

Strategic foresight is a structured approach to exploring plausible futures, anticipating change and preparing for uncertainty. It helps policymakers challenge assumptions, identify emerging opportunities and risks, and consider how decisions made today may shape tomorrow.

The OECD Policy Foresight Training Programme is a project-based learning experience for mid- to senior-level public officials from OECD Member countries. Participants work on a policy or institutional challenge drawn from their own professional context, applying practical foresight methods with guidance from OECD experts and experienced international practitioners.

Through tailored preparation, an immersive in-person Foresight Lab in Paris and virtual follow-up, the programme supports participants in translating foresight insights into practical action and strengthening foresight capacity within their organisations.

A highly customised, project-based learning experience focused on addressing a concrete policy challenge within their institutional contexts.

Practical experience by applying multiple strategic foresight methods across thematic policy dimensions, stages of the policy cycle, and organisational functions.

Sustained engagement with OECD foresight experts and a peer cohort for exchange, reflection, and learning.

Applications are open for the 2027 instalment of the Policy Foresight Training Programme. The next in-person session in Paris is scheduled for week of 18 to 22 January 2027. 

The cost is €7,500 per participant. This does not include travel and accommodation for the in-person session.
