OECD Policy Foresight Training Programme

The OECD Policy Foresight Training Programme is a project-based learning initiative for public officials from OECD Member countries designed to strengthen the use of strategic foresight in policymaking and governance. It is demand-driven, fully-cost recovered, and responds to the OECD’s 2025-26 Programme of Work and Budget priority on Supporting Government Foresight Capacity by offering customised support and best practices for strategic foresight, and equips participants to use or expand foresight in live institutional contexts. 

Over the three-phase programme, a cohort of mid- to senior-level officials will learn to apply multiple foresight methods to practical policy issues drawn directly from their own organisations. Participants are expected to bring a policy or institutional challenge they are actively dealing with to be addressed throughout the programme as a basis for learning, experimentation, and guided reflection.

A highly customised, project-based learning experience focused on addressing a concrete policy challenge within their institutional contexts.

Practical experience by applying multiple strategic foresight methods across thematic policy dimensions, stages of the policy cycle, and organisational functions.

Sustained engagement with OECD foresight experts and a peer cohort for exchange, reflection, and learning.

The application process will be until 31 May 2026. Participants may choose to attend the in-person session in Paris either during the weeks of 6 July 2026 or of 28 September 2026.

The cost is €7,500 per participant. This does not include travel and accommodation for the in-person session.
