Disasters are becoming more frequent, and local geography, infrastructure and economic and social conditions shape the damage from a hazard and how quickly a community recovers. The effects of a disaster vary widely from one place to the next, and they can last for years.
That is why resilience must be built locally, around the vulnerabilities, resources and capacities of communities, cities and regions.
