EEA and Norway Grants

The programme strengthens governance tools—such as budgeting, public investment, public procurement, and greening public administrations—to help countries improve their governance frameworks for accelerating the green transition and broader environmental sustainability objectives, such as those set out in the European Green Deal. It also builds public sector capacities to engage citizens and stakeholders in shaping green policies that gain wider societal acceptance.

This project provides tailored support to integrate gender equality across the EEA & Norway Grants, using OECD frameworks and tools. This includes applying legal instruments, policy guidance, and toolkits to foster a more inclusive and equitable approach throughout programme design, implementation, and evaluation.

Building on the OECD Recommendation on Information Integrity, this project aims to support countries tackle information manipulation, enhance institutional capacity, and strengthen cross-government and international coordination to reinforce information integrity and safeguard freedom of opinion and expression. It will develop and apply a monitoring methodology to inform country analysis and recommendations that help guide public policy, enhance cross-country collaboration and capacity building, and identify common challenges and priority reforms. Ultimately, the project will help build more resilient democracies.

This project tackles low public trust in government across EEA and Norway Grants beneficiary countries by leveraging the OECD Trust Survey. It will monitor trust levels, analyse key governance drivers, and foster policy dialogues to strengthen democratic systems. The initiative aims to provide actionable data and strategies for building more reliable, fair, and transparent institutions.
