Effective Carbon Rates 2025: Recent trends in taxes on energy use and carbon pricing will be published at 11:00 a.m. CET/10:00 a.m. GMT on Thursday 13 November.
The report presents information on how countries are using carbon taxes, emissions trading systems (ETS) and fuel excise taxes. Covering 79 countries that together account for 82% of global greenhouse gas emissions, this edition provides detailed and comprehensive 2023 data, with selected updates through 2025, and places a particular focus on ETSs.
The report will be presented at a live webinar session entitled “Competitiveness, cost of living and cutting emissions: Can policy do it all?” at the OECD COP30 Virtual Pavilion at 11:30 a.m. CET/10:30 a.m. GMT on Thursday 13 November. Following the presentation of the report’s main findings, experts will share insights on how to design policies that remain both effective and efficient amid growing policy diversity.
