The OECD Science, Technology and Innovation Outlook 2025 reviews major trends shaping science, technology and innovation (STI) policy across OECD countries and partner economies.
It examines how governments are adapting STI policies amid rapid technological change, rising geopolitical tensions and increasing resource constraints. The report looks at approaches to improve policy coherence and coordination, promote public-private collaboration, and strengthen foresight and strategic intelligence.
The Outlook also explores how countries are balancing openness in international scientific cooperation with economic security concerns, and how science systems are evolving to support more multidisciplinary approaches and transformative innovation.
