More than 50 representatives from the tax administrations of 16 French-speaking countries took part in the second regional conference on taxation, jointly organised by the OECD and CREDAF (the Cercle de réflexion et d’échange des dirigeants des administrations fiscales), on 3-5 February 2026 in Libreville, Gabon.
Hosted by the Gabonese Directorate General of Taxes, this meeting builds on the first regional conference held in Kinshasa, Democratic Republic of Congo, in May 2025. With delegations attending from Algeria, Benin, Cameroon, Comoros, Côte d'Ivoire, France, Gabon, Guinea, Haiti, Madagascar, Mali, Morocco, Niger, Democratic Republic of Congo, Senegal and Tunisia, the initiative offers a dedicated platform for dialogue and co-operation, enabling French-speaking countries to discuss shared priorities and challenges in the area of taxation, exchange experiences and promote best practices with a view to strengthening domestic resource mobilisation.
During the opening ceremony, Mr Jules Potier Loembe, Chief of Staff to Gabon’s Minister of Economy, Finance, Debt and Participations, in charge of addressing the high cost of living, welcomed the organisation of this regional conference in Libreville, and noted that the meeting “represents a valuable initiative for French-speaking countries, as it reflects a shared commitment to building fairer, more effective and better-adapted tax systems in response to current economic realities.”
Speaking on behalf of CREDAF, Secretary-General Ms Catherine Lemesle, welcomed the fact that the conference directly addressed priorities identified by tax administrations and highlighted the importance of peer-to-peer exchanges in tackling tax challenges and strengthening capacities.
Over the course of the three‑day meeting, participants had the opportunity to discuss several priority topics, including value added tax on digital services, assistance with cross-border tax debt collection, the relationship of trust between tax administrations and large enterprises, taxation related to international mobility, and the digital transformation of tax administrations.
