The Ocean Economy at a Glance is an output of the OECD ocean economy programme in the Science and Technology Policy (STP) Division of the OECD Directorate for Science, Technology and Innovation. The report was written by James Jolliffe under the guidance of Claire Jolly who leads the Innovation Policies for Space and the Ocean (IPSO) unit and wrote the OECD’s future measurement agenda at the end of Chapter 1. James Jolliffe also built the database of experimental ocean economy statistics that provides the data presented in the report.
The programme of work on ocean economy measurement and this report would not exist without the support, expertise and advice provided by the Steering Board of the OECD Ocean Economy Group, composed of the following organisations: Department of Fisheries and Oceans (DFO), Canada; Marine Institute, Ireland; Korea Maritime Institute (KMI), Korea; Research Council of Norway (RCN), Norway; the Directorate General for Maritime Affairs, Fisheries and Aquaculture (DGAMPA), France; the Directorate-General for Maritime Policy (DGPM) and Foundation for Science and Technology (FCT), Portugal. Thanks go to Niall McDonough and Jenny O’Leary (Marine Institute, Ireland); Alejandro DeMaio-Sukic (DFO, Canada); Jeong-In Chang (KMI, Korea); Christina Abildgaard and Mette Mila (RCN, Norway); Pierre Plichon and Alix Degenne (DGAMPA, France); and André Vargas Ribeiro and Pedro Gonçalves (DGPM, Portugal).
The report benefitted from the contributions and advice of many OECD colleagues and external experts, including through expert workshops where selected findings and analysis were presented and discussed. The Secretariat gratefully acknowledges the contributions of these experts from national statistical offices, ocean scientists and economists in public administrations, research institutes, universities, and industry representatives including particularly Martin Grimstad, Paul Sletten and Tor K. Ånestad (Statistics Norway, Norway), Cristina Ramos, Maria Angela Lobo and Cristina Neves (Statistics Portugal, Portugal), Connor Franks and Edward Morgan (Bureau of Economic Analysis, United States), Monica Grasso and Jennifer Zhuang (NOAA, United States), Stephen Hynes (National University of Ireland, Ireland), Byeong-Ho Lim, SungEun Kim and Soobin Jeong (Korea Maritime Institute), Vidar Helgesen, Julian Barbiere, and Alison Clausen (Intergovernmental Oceanographic Commission of UNESCO).
In the OECD, the team is grateful to Alessandra Colecchia (Head of Division), Kévin Magron (Deputy Director), Jerry Sheehan (Director), Colin Webb, Norihiko Yamano, Fernando Galindo-Ruenda, Alice Holt, Laurent Daniel, and Brigitte Van Beuzekom all from the Directorate for Science, Technology and Innovation, and to Will Symes and Claire Delpeuch from the fisheries and aquaculture team in the Trade and Agriculture Directorate, for their inputs and careful reviews.
