This country report is one of a set of case studies undertaken as part of the Strategic Joint Evaluation of the Collective International Development and Humanitarian Assistance Response to the COVID-19 Pandemic. This report presents findings on the relevance, coherence, effectiveness and efficiency of the international response to the COVID-19 pandemic in Cambodia, and highlights lessons for future crises. Cambodia was selected due to its development cooperation context and uniquely successful pandemic response. While COVID-19 disrupted essential health services, education, and economic growth, Cambodia experienced relatively low mortality compared to other countries and achieved one of the world’s highest COVID-19 vaccination coverage rates in 2021. The country’s effective coordination with international partners contributed to a timely and targeted response.
