In January 2023, the Costa Rican Foreign Trade Promoter (PROCOMER) and the Regulatory Policy Division of the Organisation for Economic Co-operation and Development (OECD) signed a collaboration agreement to assess Costa Rica's One-Stop Shop for Investment.
This report, the result of that collaboration, evaluates the governance of Costa Rica's One-Stop Shop for Investment (VUI in Spanish), using the comparative analysis of OECD best practices and principles on regulatory policy as a reference point. The report makes recommendations to boost the effectiveness of the VUI to accelerate its potential benefits. In particular, the report’s objectives are to:
Document the history and operation of the VUI.
Provide an impartial international evaluation of the VUI's current state.
Identify achievements and successful practices.
Identify gaps with respect to OECD principles and international best practices in regulatory improvement and one-stop shops.
Define recommendations to improve the VUI's performance and effectiveness.
The report is part of wider OECD work to promote the adoption and implementation of principles, tools, and best practices in the region of Latin America.
