Through Peer Reviews on Development Finance Statistics, members of the Development Assistance Committee (DAC) and the OECD jointly assess how countries collect, report and disseminate data on their development co-operation. These reviews help countries respond to the increasing demand for comprehensive, reliable and accessible statistics on development finance, in a context of frequent changes to reporting requirements, staff-turnover and often complex, decentralised reporting systems.
Estonia demonstrates strong commitment to the integrity of official development assistance (ODA), maintaining a conservative approach to ODA eligibility and reporting. Recommendations include strengthening whole-of-government discussions on ODA and enhancing data management processes with dedicated full-time staff. Estonia is also encouraged to adapt the sophistication of its new data management system to its internal and external data needs. The development of tools for visualisation, analysis and dissemination could help develop a single, compelling narrative for Estonia’s development co-operation.
