In order to increase employment and reduce regional imbalances in Türkiye; various incentives policies have been implemented by state. One of the various incentives is reduction of contributions for 5 points. If the employer pays contributions regularly without interruption and has no outstanding dept to SGK, 5 points of employer’s share of long term insurance contributions (11%) is paid by the State. The term “five” in the first sentence of subparagraph (ı) of the first paragraph of Article 81 of Law No. 5510 has been amended to “four.”
However, the term “four” in the same sentence, as referenced in Provisional Article 108 of Law No. 5510, shall be applied as “five” if the employer operates in the manufacturing sector, provided that the conditions stated in the same subparagraph are also met. The provisions of this article shall remain in effect until 31/12/2026.
For employees whose gross earnings are below the base or above ceiling earnings, which are determined once in a year, these contribution rates are applied to the base or ceiling amounts respectively. In 2025, the base amount is approximately TL 312 066 and the ceiling amount is approximately TL 2 340 495. Under the Law No. 5510 (Social Security and General Health Insurance Law), the base wage for social security contributions is equal to the minimum wage. Because employees cannot be paid less than the minimum wage, the base wage is not considered in this publication. However, the ceiling earnings are considered for the purposes of this Report.
