The Canadian PBO has established itself as a cornerstone of fiscal transparency and parliamentary accountability. Its evolution demonstrates the value of independence, a clear mandate, and strong analytical capacity in enabling effective oversight. Today, the PBO is widely recognised as credible and influential, with outputs that shape parliamentary deliberations and inform public debate. Canada’s position at the top of the OECD Fiscal Advocacy Index underscores the strong impact of its work in fostering informed fiscal discourse.
However, this review highlights that resilience cannot be assumed. Canada’s fiscal landscape is becoming more complex, marked by increasing fiscal pressures, ambitious spending reviews, and heightened geopolitical uncertainty. These developments amplify the need for a strong, independent PBO while exposing vulnerabilities that should be addressed to safeguard its role.
To safeguard independence and sustain performance, this review recommends:
Legislative refinements to ensure timely leadership appointments, remove reappointment options, and introduce structured interim arrangements.
Improved access to information through legislative changes and formal Memoranda of Understanding (MoUs) to strengthen analytical capacity.
Enhanced quality assurance through formalised review documentation, targeted external peer review for significant and complex analysis, and standardised methodological reporting to strengthen consistency and reinforce credibility.
Developing a formal communications strategy to embed an institutionally-driven communications culture.
Stricter prioritisation and a focus on productivity improvements to ensure resources are focused on the most impactful work and to prevent over extension.
By implementing the recommendations in this review, the PBO can further cement its position as an international leader in fiscal oversight. Legislative refinements, operational reforms, and strategic investments will enable the Office to meet rising expectations without compromising independence, reach, or analytical rigor. In doing so, the PBO will continue to exemplify OECD good practice, strengthening Parliament as an institution, enhancing fiscal transparency, and ensuring Canadians have a trusted source of impartial analysis in an increasingly complex economic environment.
