This follow-up monitoring report was prepared within the framework of the fifth round of monitoring of the Istanbul Anti-Corruption Action Plan. It evaluates Moldova’s anti-corruption reforms against a set of indicators and benchmarks in nine performance areas in anti-corruption policy, corruption prevention and enforcement. It analyses developments made since the baseline report with a focus on implementation and enforcement. It also identifies areas for improvement to guide further reforms. Since the 2023 baseline assessment, Moldova has implemented significant reforms in several areas, most notably protection of whistleblowers, where a new legal framework was introduced. The country continued to perform strongly in the areas of anti-corruption policy, independence of the judiciary and independence of the prosecution service. At the same time, enforcement of corruption offences remains a challenge and further reforms are required to ensure integrity in business operations.
