This follow-up monitoring report was prepared within the framework of the fifth round of monitoring of the Istanbul Anti-Corruption Action Plan. It evaluates Azerbaijan’s anti-corruption reforms against a set of indicators and benchmarks under nine performance areas in anti-corruption policy, corruption prevention and enforcement. It analyses developments made since the baseline report with a focus on implementation and enforcement. It also identifies areas for improvement to guide further reforms. Since 2023, Azerbaijan has improved the monitoring and assessment of its anti-corruption policy and updated the policy framework. Several state-owned enterprises have enhanced their corporate governance, and public procurement practices have been strengthened through recent legislative reforms. Legislative amendments have changed the composition of the Judicial Legal Council and transferred certain powers from the Ministry of Justice to the Council. However, legal and institutional gaps need to be addressed to safeguard judicial independence further.
