This follow-up monitoring report was prepared within the framework of the fifth round of monitoring of the Istanbul Anti-Corruption Action Plan. It evaluates Armenia’s anti-corruption reforms against a set of indicators and benchmarks in nine performance areas in anti-corruption policy, corruption prevention and enforcement. It analyses developments made since the baseline report with a focus on implementation and enforcement. Armenia has made significant improvements in several areas since 2023. This includes a more robust system of asset declaration verification, enhanced conflict-of-interest regulations, a decrease in the share of direct procurements and a notable increase in bribery convictions. Further efforts should focus on the practical enforcement of conflict-of-interest regulations, addressing the lack of whistleblower protection in practice, and strengthening the safeguards of the independence of specialised anti-corruption bodies, including selection and dismissal procedures on objective grounds.
