Public procurement accounts for 13% of GDP in OECD economies and depends on open, competitive markets to deliver value for money and high-quality public services. Ensuring effective interaction between public procurement and competition policy is essential to ensure fair access to opportunities, promote a level playing field, and support diversified and competitive supplier markets.
In an environment marked by supply chain disruptions , increased market concentration and rapid digital transformation, strengthening co-ordination between these policy areas is increasingly critical. Effective linkages can help prevent and detect anti-competitive practices such as bid rigging and collusion, while enabling governments to leverage data and digital tools to enhance transparency, resilience, and market integrity.
The Open Exchange Day brings together senior officials to discuss how to strengthen linkages between procurement and competition policies, address shared challenges, and identify opportunities to enhance market access and competition.
Organised by the OECD Public Governance Directorate (GOV) under the leadership of the Working Party of the Leading Practitioners on Public Procurement (LPP), and the Directorate for Financial and Enterprise Affairs (DAF), guided by the Competition Committee, the in-person event will provide a platform to share experiences, emerging practices, and lessons learned – bridging perspectives between procurement and competition communities to strengthen well-functioning, competitive markets.
