This fact-finding mission was organised as part of the collaboration between the OECD and relevant national public bodies of Bulgaria, coordinated by the Ministry of Environment and Water (MoEW), funded from the EEA Norway Grants. The project aims to strengthen the governance mechanisms in Bulgaria to implement the green transition and achieve net-zero by 2050 in alignment with the European Green Deal.

The OECD conducted interviews with key officials from relevant ministries and other selected institutions to understand the institutional, policy and budgetary arrangements in Bulgaria’s governance frameworks to drive the green transition. The aim was to understand which frameworks and arrangements are working well, and where improvements are needed.
