The programme strengthens governance tools—such as budgeting, public investment, public procurement, and greening public administrations—to help countries improve their governance frameworks for accelerating the green transition and broader environmental sustainability objectives, such as those set out in the European Green Deal. It also builds public sector capacities to engage citizens and stakeholders in shaping green policies that gain wider societal acceptance.

On 15 June 2026, the OECD held the kick-off event of the Governing for the Green Transition project for Croatia in Zagreb. The event offered an opportunity to introduce the objectives, scope, approach and timeline of the project to Croatian government institutions.
Following the launch event, on 15-18 June, the OECD conducted fact-finding interviews with officials from the relevant ministries and institutions, in order to build shared understanding of Croatia's context and identify Croatia's specific needs and priorities for this project.
