This seminar aims to support Ukraine in strengthening evidence-informed employment services by combining insights on robust ALMP evaluation strategies with emerging digital tools for skills development and job matching. It brings together selected OECD country experiences to illustrate how administrative data, evaluation frameworks and digital innovations can jointly improve programme design, targeting and effectiveness. The discussion focusses on practical approaches that can inform Ukraine’s ongoing efforts to build a modern, data-driven employment service system.
