High energy costs and regulatory complexity remain major obstacles to EU’s competitiveness. Reducing these costs and strengthening energy security is high up on the agenda. To achieve these goals, the EU have set targets on solar and wind generation. It now needs regulatory frameworks that keep pace and empower the technological characteristics and innovations that these enable. What is often lagging is a regulatory environment at national land sub-national evels that enables market entry, competition, and the deployment of new business models at scale.
This event brings together leading experts, policymakers and regulatory authorities and industry to explore how to shape regulatory frameworks to deliver on the EU’s objectives of affordable, clean energy while strengthening energy security, strategic autonomy, and competitiveness.
The event will open with a discussion of the strategic context, move to a deep dive panel into the regulatory bottlenecks that hold back energy deployment, and conclude with a presentation of the OECD Diagnostic Toolkit – a practical, evidence-based framework that helps policymakers at national and sub-national levels identify, prioritise, and address regulatory barriers to accelerate clean-energy investment at scale in the EU.
