Countries, regions and cities are exploring new ways to address complex societal issues. Social innovation is increasingly recognised as a tool for addressing social challenges and generating economic benefits. This involves implementing new ideas and fostering partnerships among the public and private sectors, civil society, social economy entities and grassroots initiatives. The European Social Fund (ESF) has supported initiatives in employment, education, and social welfare for nearly 70 years and is focusing more on social innovation, especially since the 2021-2027 programming period.
The new OECD report introduces the “3S Framework”: Start, Scale, Sustain Social Innovation. Based on an analysis of 96 projects funded by the ESF during the 2014-2020 programming period and extensive stakeholder consultation, this framework provides practical guidance and tools for starting, expanding and sustaining social innovation across numerous sectors. It will inform the next ESF programming periods and support any country, region or local area looking to leverage social innovation.
