Communication networks have become critical infrastructure, supporting everything from commerce and healthcare to education and public services. For instance, with over 99% of the world’s IP traffic transmitted via submarine cables, any disruption can have severe and far-reaching consequences. Ensuring the continuous and stable operation of these networks—particularly during crises—has therefore become a top priority on the policy agendas of OECD countries.
In response to this growing challenge, the OECD launched its new report, "Enhancing the resilience of communication networks". The report outlines key strategies for strengthening network resilience and available indicators. It also provides a structured overview of current policies in OECD countries, thereby supporting future policy development.
