Governments across the OECD have committed to making public services more human-centred, yet many frontline teams still lack practical, accessible tools to put this into action. The OECD Public Service Innovation Booster helps bridge this gap. It is a do-it-yourself toolkit for public servants who want to improve services with users in mind, even when specialist design or innovation support is not available.
The Booster takes teams through a simple seven-step journey that starts with defining a challenge and engaging with service users, and continues through understanding the current experience, reframing the problem, designing ideas, testing solutions and communicating results. Each step includes clear guidance, ready-to-use templates, facilitation tips and real examples that help move from abstract discussion to tangible change. All materials are available on an online platform where users can explore resources, download tools and share feedback.
Co-created with a task force of ten countries, the Booster reflects real administrative needs and contexts. It can be used for individual service-improvement projects, embedded into training programmes or adapted within national frameworks for public service design. The initiative is supported by the European Commission through the Horizon Europe programme.
