The OECD 2025 entrepreneurial ecosystem diagnostics dataset provides a comprehensive tool to assess the status of entrepreneurial ecosystems in OECD countries in three periods (2016-2020; 2018-2022; 2020-2023). The dataset covers inputs, outputs and balance indicators. Inputs are factors that determine productive entrepreneurship (the type of entrepreneurship that leads to employer firms and/or high-growth companies). The dataset provides the ten composite indices used to measure the ten main elements of the ecosystem as well as all the underlying indicators. Outputs are single indicators measuring the incidence of different types of entrepreneurships (birth rates of employer enterprises, equity back startups, share of high growth firms). Balance indicators are statistics on the geographic and social distribution of entrepreneurial activity. These data are provided as an initial analytical tool for governments to identify bottlenecks and strengths in their national ecosystems, with the objective to improve measures and policies to boost productive entrepreneurship in their countries.
