Rafał Kierzenkowski is Senior Counsellor for Strategic Foresight and Head of the Strategic Foresight Unit at the OECD since January 2023. In this role, he leads efforts to deepen and mainstream strategic foresight across the OECD, strengthen foresight capacity within governments, and apply long-term, future-oriented analysis to OECD priorities and global policy debates. Prior to this, Rafał served as Deputy Chief of Staff and Senior Advisor in the Office of the Secretary-General from March 2018, advising the leadership of the Organisation on key economic and policy topics in pursuit of Members’ key priorities and the Secretary-General’s Strategic Orientations.
Rafał joined the OECD in 2007, conducting different research projects and contributed to the economic surveillance and policy analysis of France, Poland, Hungary, Slovenia, Tunisia, the Netherlands and the United Kingdom.
Prior to joining the OECD, Rafał worked at the Banque de France and was Assistant Professor at the University of Montpellier. He holds a Doctorate Degree in Economics from Paris Dauphine University.
