Ambassador Cyrille Pierre took up his duties as Permanent Representative of France to the OECD on 11 September 2025.
Mr. Pierre, a former student of the École nationale d'administration (ENA - “Marc Bloch” class), is a graduate of the Paris Institute of Political Studies (Sciences Po Paris) and holds a Master's degree in public law (University of Paris I Panthéon-Sorbonne) as well as a postgraduate diploma in international relations.
Assigned as an auditor to the French Court of Auditors upon graduating from ENA (now INSP), he continued his career in Brussels as a Trade Counselor to the Permanent Representation of France to the European Union, then at the Ministry for Europe and Foreign Affairs as a special advisor for the G7, later serving as Head of division for international financial affairs and Deputy Director of global affairs and development.
He also held several positions in the French administration, including Director General of the public institution "Expertise France” (an international technical cooperation agency), Chief of Staff to the Secretary of State for Foreign Trade, French Nationals Abroad and Tourism, Director of Sustainable Development at the Ministry for Europe and Foreign Affairs, and Deputy Director General at the Directorate General for Globalisation, Culture, Education and International Development.
His areas of expertise include public finance, international organisations, development policy, global health, international trade and territorial policy.
Before taking up his position as Ambassador and Permanent Representative of France to the OECD in 2025, Mr. Pierre had served since 2023 as a magistrate (Conseiller-Maître) at the French Court of Auditors, where he was in charge of territorial cohesion, housing and urban policy. He is decorated with the “Légion d’honneur”.
