Conference on Job creation through investment and governance policy reforms beyond the crisis

Cairo, 11 October 2009

On 11 October in Cairo, the Steering Group of the MENA-OECD Initiative gathered to finalise preparations for the 23 November 2009 2009 MENA-OECD Ministerial Conference in Marrakech, organised jointly by the two pillars of the initiative -- investment and governance.

The main focus lay on reviewing the documents for the Ministerial events in Marrakech, including the MENA-OECD Business Forum and Women Business Leaders Summit on 22 November.

A draft Ministerial Declaration, “Job Creation through Investment and Governance Policy Reforms beyond the Crisis”, calling for consolidated regional action that favours continued governance and business climate reform, was presented for discussion.

Although the economic crisis started in the OECD region and has had comparatively less of an effect on the MENA region, its repercussions can pose an obstacle to MENA countries’ capacity to attain the necessary levels of economic growth to generate sufficient employment opportunities. To face these obstacles, regional responses to promote economic growth and a dynamic business cliamte are needed.

The Steering Group meeting also addressed the Business Statement issued at the Business Forum and Women Business Leaders Summit, which includes inputs from all participants -- business leaders, private sector associations and civil society -- an is incorporated into the Ministerial Declaration.

Participants of this Steering Group meeting were also asked to elect a new chair of the MENA Investment Programme, following the March 2009 Steering Group decision to hand over the OECD Co-Chairmanship from the United Kingdom to Spain.
