FOURTH MEETING OF THE OECD GLOBAL FORUM ON VAT

12 - 14 April 2017

Paris, France

The fourth meeting of the OECD Global Forum on VAT focused on the policy and operational challenges faced by tax authorities in the era of digital globalisation, and on the efficient and the effective implementation of the standards and mechanisms for addressing these challenges recommended by the International VAT/GST Guidelines. This included discussions on the collection of VAT/GST on online sales by offshore vendors; the role of digital platforms in the collection of VAT/GST on online sales and the use of technology to support the effectiveness of VAT/GST collection.

The Global Forum also looked at recent and ongoing VAT/GST reforms around the world and examined the outcomes of recent VAT/GST policy research and analysis in a range of areas that are of common interest to countries and organisations worldwide. The meeting also reserved considerable time for analysis and experience sharing in the area VAT/GST fraud detection and effective countermeasures; on VAT/GST refunds policy and management; on digitalisation of tax administration and on improving VAT/GST compliance through incentives.

This fourth meeting of the OECD Global Forum on VAT was aimed at senior tax officials and representatives of international organisations. A delegation of academics and business representatives was also invited to participate.
