There is no magic bullet to strengthen innovation performance. However, concentrating policies on the five concrete areas for action discussed in this paper will help governments in fostering more innovative, productive and prosperous societies, and strengthen the global economy in the process.

Innovation has always been a foundation of our economies. From the invention of the wheel to the Industrial Revolution, via air transport, the internet and medicines, innovation leads to change, progress, and hope. In today’s world, which is still reeling from the crisis and looking for new, stronger, more inclusive and sustainable ways forward, policies for fostering innovation are more relevant than ever.

The rise in Internet usage among young people has seen a corresponding increase in international concern regarding their online safety. In line with the Recommendation on the Protection of Children Online, the Japanese government has initiated efforts to develop improved indicators to measure Internet literacy among youth.
