OECD National Urban Policies and Habitat III

The OECD is honoured to have been selected to co-lead one of the ten policy units contributing to the Habitat III meeting taking place from 17-20 October in Quito, Ecuador. Policy Unit 3 has prepared a Policy Paper on National Urban Policies. Habitat III takes place once every 20 years and is a unique opportunity for the OECD to contribute to the New Urban Agenda which will guide urban policy over the next two decades. 

Key recommendations in the National Urban Policy paper are to:

  • Build on on international agreements
  • Adopt flexible institutional forms 
  • Foster leadership to drive a National Urban Policy 
  • Promote inclusive and equitable engagement in the National Urban Policy process
  • Address sustainability and resilience through long-term planning 
  • Ensure co-ordinated action 
  • Identify priority issues at all scales 
  • Strengthen policy capacity for policy design and implementation 
  • Adopt and implement an effective communication plan for the National Urban Policy
  • Strengthen the evidence base through improved data

Inclusive Growth in Cities

With the support of the Ford Foundation, the OECD launched the Inclusive Growth in Cities Campaign on 29 March 2016 in New York, which brought together 21 mayors and around 100 leaders from business, philanthropic organisations, associations of cities, think tanks and international institutions.  In October, the OECD will publish a report, “Making Inclusive Growth Happen in Cities and Regions” (tentative title), which offers a set of indicators to measure and compare societal progress and inclusiveness in cities, as well as a policy framework for promoting initiatives and partnerships that help deliver more equitable and prosperous cities.

Public Investment across Levels of Government in Colombia

On May 3, the Department of National Planning of Colombia organised, with the OECD, a workshop in Colombia to assess the strengths and challenges for the implementation of the OECD Principles on Effective Public Investment Across Levels of Government. This workshop, which gathered representatives from central ministries, subnational governments, the Presidency and investment banks, was organised as part of the OECD study currently being done in Colombia on the topic.

Secretary-General launches the OECD Territorial Review of Japan

OECD Secretary-General, Angel Gurría recognised the strength of Japan's engagement and the commitment it has made to territorial development, which will be crucial in tackling the urgent challenge of population ageing and shrinking – a main focus of this report.

Adopting a Territorial Approach to Food Security

A launch event was held on 29 April 2016, Paris, France, to present the main findings and policy recommendations of the joint FAO, OECD, UNCDF publication "Adopting a Territorial Approach to Food Security", and discuss among officials and high-level representatives from involved countries and development partners,  the way forward for the second phase of the project.

Adopting a Territorial Approach to Food Security

Food insecurity and malnutrition are major international concerns, especially in rural areas. Food insecurity and poverty are highly interlinked and have a strong territorial dimension. To provide effective long-term solutions, policy responses must therefore be tailored to the specific challenges of each territory. This report highlights five case studies and the OECD New Rural Paradigm, presenting an effective framework for addressing food insecurity and malnutrition. This joint FAO-OECD-UNCDF work was launched at a Workshop held at OECD Headquarters on 29 April 2016.

Road Infrastructure, Inclusive Development and Traffic Safety in Korea

The report assesses road infrastructure policies and governance structures in Korea in light of their crucial role for inclusive development. A special focus for improving inclusiveness is on road traffic safety, as vulnerable groups are disproportionately affected by accidents. The report suggests ways to create effective, safe and inclusive transport infrastructures in Korea, with many insights applicable to other countries. It was presented and launched during an international workshop at OECD headquarters in Paris, during which international experts and policy makers presented and discussed experiences from across the OECD.

Water Governance in Cities

Building on a survey of 48 cities, the report analyses factors affecting urban water governance, discusses trends in allocating roles and responsibilities across levels of government, and assesses multi-level governance gaps in urban water management. The report was launched at the Cities and Water Conference, Leeuwarden, Netherlands on 11 February 2016.

OECD Territorial Reviews: The Metropolitan Region of Rotterdam-The Hague, Netherlands

This report examines the Netherland’s new Metropolitan Region of Rotterdam-The Hague (MRDH), drawing on lessons from metropolitan governance reforms in other OECD countries and identifying how the MRDH experience could benefit policy makers beyond Dutch borders. Rolf Alter, joined by the Dutch Minister for Housing and the Central Government Sector and the Mayors of Rotterdam and The Hague, launched the report in The Hague on 1 February 2016.
