Supporting the Modernisation of Local Administration in Morocco
Since 2015, the MENA-OECD Governance Programme has contributed to improve the quality of public policies and programmes and strengthen citizens' trust and participation in governance at the local level, within the framework of the implementation of the "Advanced Regionalisation Process
Between 2015 and 2017, the project “Strengthening governance institutions to promote socio-economic development in Morocco” financed by the Transformation Partnership of the German Federal Ministry of Foreign Affairs sought to promote socio-economic development in Morocco, by:
Building on the results and key challenges identified during the first project, the project “Modernisation of Local Administration in Morocco” supported the Tangier-Tétouan-Al Hoceima region in the implementation of reforms initiated by the 2011 Constitution and the 2015 process of advanced regionalisation with the General Directorate of Local Authorities (Direction Générale des Collectivités Territoriales - Ministry of Interior).
Financially supported by the Spanish Agency for International Development Cooperation (AECID), the project aimed at accompanying local authorities in the delivery of more effective, transparent and inclusive services and programmes.

The second phase of the project Faisons des citoyens et des jeunes des accélérateurs de la modernisation de l’administration locale, implemented between January 2021 and April 2023, aimed to promote good practices of dialogue with citizens and youth to accelerate local governance reforms and improve the engagement of citizens, and in particular youth in the planning and delivery of public services in the municipalities of the Tangier-Tetouan-Al Hoceima region The project also aimed to share the recommendations and good practices identified for the municipalities of Tangier-Tetouan-Al Hoceima region with other regions facing similar challenges in terms of citizen participation and modernization of the administration.
The project included three complementary axes:
August – December 2021 – Fact-finding meetings with pilot municipalities on citizen participation good practices: Tangier-Tetouan-Al Hoceima region, Morocco and online
