Upcoming Meetings


  • OECD High-Level Meeting on E-Government: New ICT Solutions for Public Sector Agility (Mexico City, 26-27 March)

    Senior e-government officials, business, academics and representatives from civil society will gather to discuss the experience of digital governance mechanisms in fostering better and more agile public services.  Three areas will be explored over the 2-day event: Leveraging ICTs for advancing public policy objectives, monitoring the implementation of e-government projects and designing policy tools to help guide e-government implementation.  The results of the meeting will provide background for the upcoming session of the Public Governance Committee on strengthening the evidence-base for more effective policymaking on governance and contribute to the reflection on the development of a policy instrument. Preparing the Next PGC Meeting: Recent Developments


Task Force of the OECD Observatory of Public Sector Innovation

At its inaugural meeting on 20-21 February 2012 in Paris, the Task Force discussed progress made and provided strategic direction to develop the Observatory.  In particular, the Task Force gave feedback to the proposed analytical framework for mapping innovation in the public sector, and agreed to proceed with data collection of innovative practices through an initial testing phase. Delegates supported the detailed proposal for developing the Observatory’s  online platform and resolved to explore the potential for collaboration with external partners through an Associate Group. 



Delegates also agreed to the proposed outline of the study on innovative policy responses to service delivery in times of fiscal constraints.  Canada and France were nominated as the Co-chairs of the Task Force.

Government at a Glance

Delegates to the Government at a Glance Steering Group met on 5 March to discuss the future directions of the publication and validate the current working plan for data collection. Support was given to the inclusion of new themes such as gender in public employment and quality of public services. New data on justice sector performance will also be collected through a partnership with CEPEJ, the Council of Europe’s Commission on Justice Sector Efficiency.

The meeting was particularly timely, given the focus of the upcoming PGC on evidence-based policymaking, as well as the encouraging news that the 2011 edition is the 2nd most downloaded “at a glance” publication from the OECD iLibrary. The Secretariat is keen to continue working with delegates to increase the impact of the publication with policy-makers.





Draft report to Council on the implementation of the Recommendation on Enhancing Integrity in Public Procurement

An extensive consultation was carried out on the findings of the draft report to Council to foster dialogue with policy communities.  Comments were received from relevant OECD committees in charge of Regulatory Policy, Territorial Development, Competition, Development, Environment, Innovation, the Working Group on Bribery in International Business Transactions, BIAC, TUAC as well as  international organisations (WTO, UNCITRAL, UNODC, World Bank and regional development banks).

The findings of the draft report on the steps taken by countries to reform procurement policy and practice in the last three years; the risks to be mitigated and the investments that are still to be made, notably to ensure monitoring of procurement performance, were revised to reflect the constructive feedback received during the consultation.  Now the report will be submitted to the Public Governance Committee at its next session in April for transmission to Council.



Visit of State Secretary for Public Administration and Local Government of Finland

At the occasion of an official visit to the OECD in late January, Ms Anna-Kaisa Ikonen, Finnish State Secretary for Public Administration and Local Government, provided her insight on public management issues in Finland including local government reform and open government. Ms Ikonen discussed today’s opportunities and challenges in  building open and inclusive societies with experts from France, Brazil and the OECD Secretariat during this high-level policy colloquium organised by the Public Governance and Territorial Development Directorate.


Public Governance Reviews


The Revue de l'OCDE sur la gouvernance publique : France was published on 28th February. The three core aims of the RGPP (Révision générale des politiques publique) when it was launched in 2007 were to improve services to users; rationalise public expenditure; and modernise human resource management in the central administration. The Review takes a broad view of these developments, achievements and the future direction of reforms, while setting the French programme of reforms in an international comparative context. It underlines that the RGPP approach is of considerable potential interest to other countries that wish to embark on fundamental reforms of their public administration.



The second phase of the OECD Public Governance Review of Poland was launched in February 2012, with the first OECD mission team visit to Warsaw, lead by GOV Director Rolf Alter.  The Review is focused on six themes related to the capacity of the Polish national government to formulate and implement a whole-of-government strategic vision for the country and its citizens. Areas to be studied include Centre-of-Government planning capacity, vertical and horizontal relations within and between levels of government, trust in government and links with civil society, and capacity-building issues across the national administration. The Review is expected to be completed for discussion by the Public Governance Committee in late 2012, and published in early 2012. The third and final phase, through to end 2013, will involve support by the Secretariat to Poland in the implementation, monitoring and evaluation of reforms and their results.


Following the review of the Greek central administration, published at the end of 2012, the OECD Secretariat is now completing a review of social programmes in Greece.  This review analyses the current landscape of social programmes, their governance and will provide an assessment and recommendations for reform. The report is expected to be finalised by end April 2012.


The work on the Public Governance Review of Hungary will be launched shortly with a focus on the following building blocks: i) Strategic programming and planning; ii) Administrative simplification and one stop shops; iii) Fight against corruption; iv) Review of selected governance issues; v) Brief overview assessment of the anti-corruption effort. It will address capacities, processes and structures to plan, steer and implement key good governance policies in support of a strategic vision for a competitive economy and cohesive society in Hungary. A number of workshops and seminars to strengthen expertise and provide advice to Hungarian officials will take place over the course of the project which is expected to last until late 2013.


MENA Activities


International Conference on “Reinforcing Integrity and Corruption Prevention Framework: Good Practices and Lessons Learned”
Tunis, 13- 14 February 2012


Within the framework of the OECD project on Tunisia, conducted with the support of the United Kingdom, this Conference was the first opportunity for the new Tunisian government and key stakeholders, including the civil society, the judiciary and the private sector to discuss the integrity and anti-corruption agenda in line with international good practices and standards.



The conference was opened by Mr. Hamadi Jebali, Head of Government of Tunisia, Mr. Yves Leterme, OECD Deputy Secretary General, and Ms. Louise Burrett, Chargé d’affaires at the United Kingdom Embassy in Tunisia.


Back-to-back with the Conference, a high-level delegation of the OECD mission to Tunisia met with key ministers of the new Tunisian government  in charge of Social Affairs, Economic Affairs, Governance, Administrative Reform, Finance, Investment and International Cooperation. The following areas were identified as priority:  tax policy, investment, public governance and the fight against corruption, on which there are already examples of joint work. Tunisian authorities have also indicated new sectors to be addressed soon in the fields of skills developments, social policy, and regional policy.

In a technical fact-finding mission on designing and implementing an integrity and corruption prevention framework the OECD Secretariat met with key ministers (justice, administrative reform, land reform) and with the presidents of control institutions (Court of Account,  General Control of Public Services, Financial Control) to review the current state of the legislative and institutional frameworks to prevent corruption and provide proposals for action to the new government.


Special Session of the MENA-OECD Senior Budget Officials on “Budget Transparency”
Paris, 7 March 2012


Organised as a follow up of the G8 Deauville Partnership Financial Pillar Coordination meeting, which took place last month in Abu Dhabi, this meeting, organised back-to-back with the 12th annual OECD Public Sector Accruals Symposium was chaired by Mr. Mark Reger, US Deputy Assistant Secretary of the Treasury.



The first session of the meeting was dedicated to budget transparency and openness about the fiscal strategy of governments, including the presentation of the OECD Best Practices for Budget Transparency. The second session was devoted to The Open Government Partnership (OGP) as a global effort to make governments more transparent, effective and accountable and to create institutions that are responsive to citizens’ needs and aspirations.


Co-chairs of the MENA-OECD Initiative on Governance and Investment for Development mission to Morocco
Rabat, 30-31 January 2012

Ambassador Johannes Westerhoff, Co-chair of the MENA-OECD Governance Programme, and Ambassador Anders Ahnlid, co-chair of the MENA-OECD Investment Programme, and the OECD Secretariat, met with the new Morocccan Government, including Mr. Abdelilah Benkirane, Head of Government of Morocco; Mr. Abdelaâdim El Guerrouj, Minister Delegate to the Head of Government in charge of Civil service and Modernisation of the Administration; and Mr. Najib Boulif, Minister Delegate to the Head of Government in charge of General Affairs and Governance.

Moroccans counterparts called for the support of the OECD to implement governance reforms in line with the new constitution and the new government programme, including four strategic areas in the field of public governance:


Mr. Rolf Alter, Director of Public Governance and Territorial Development, OECD and H.E. Mr. Abdelaâdim El Guerrouj, Minister Delegate to the Head of Government in charge of Civil service and Modernisation of the Administration.


i) rebuilding trust between the administration and citizens; ii) reinforcing good governance, openness, integrity and the fight against corruption; iii) modernising human resources management; and iv) reinforcing policies of proximity and decentralisation.


Seminar on Administrative Simplification in MENA and OECD Countries, Budapest

Budapest, 14-15 February 2012

Co-organised with the Ministry of Public Administration and Justice of Hungary, this Seminar aimed to facilitate the implementation of administrative simplification strategies in MENA countries and to deepen the knowledge of tools for streamlining procedures, rendering regulations more effective and including citizens and businesses in consultation processes.
