Objectives of the Forum

• Promote policy exchange on the strategic approach to using public procurement for innovation
• Make visible government’s market power to drive innovation and influence the private market.
• Demonstrate that public procurement can play a key role in encouraging innovation and increasing productivity.

Using public procurement for innovation strategically will help ensure value for money in public services, through efficiency and productivity gains.

Policy makers and leaders in public procurement shared knowledge and good practices on how to transform procurement into a strategic function. They addressed the consequences of this transformation for public procurers and the required strong political commitment and supporting organisational capabilities. Good practice cases from the OECD Observatory of Public Sector Innovation’s platform (OPSI) contributed to the discussion.

High-level representatives exchanged solutions for encouraging innovation and improving productivity and inclusion through public procurement. They built upon the experience of governments that have already created enabling environments where the use of procurement for innovation promotes new forms of cross-border and cross-sector collaboration.

The OECD presented the results of its Survey on Strategic Innovation Procurement. This survey, launched in 2015 in collaboration with the Secretariat of the European Research Area Committee (ERAC), focuses on the field of Research and Innovation. The OECD also introduced its new Framework on Strategic Use of Procurement for Innovation, which is based on the survey results.

 There was a special focus on combining the use of procurement for innovation with other policy objectives:
