Influence activities, including lobbying may support informed decision making by providing valuable data and insights for effective public policies. However, a fair and equitable framework for regulating lobbying remains essential to promote transparency in policy-making processes, ensure informed decision-making while at the same time minimise risks that policies will only meet the needs of a few special interest groups.
This event will mark the publication of the OECD report providing a targeted analysis of the legal framework regulating lobbying practices in Quebec. In 2002, Quebec adopted a “Lobbying Transparency and Ethics Act", which is to date remains one of the most comprehensive pieces of legislation among OECD countries. Nearly twenty years after its entry into force, reforms could be considered in order to align it with best practices and international standards on the regulation of lobbying – including the OECD Recommendation on Principles for Transparency and Integrity in Lobbying.
