City of Merida: implementing OECD recommendations to simplify formalities of high impact on business activity

Merida, 14 June 2017

The OECD presented to the Municipality of Merida 184 recommendations to simplify formalities required to start a business and obtain construction permits, as well recommendations to improve regulatory transparency and efficiency in the management of these formalities. Starting a company and constructing facilities are some of the procedures with the largest impact on business activity.

The recommendations were presented to the Municipal Council for Regulatory Improvement, where representatives from the business and social community of Merida participated.

Meeting highlights:

  • Manuel Gerardo Flores, OECD, delivered the recommendations to the Mayor of Mérida, Mauricio Vila.
  • Mayor Vila thanked the OECD for its support, restated the commitment of his administration to implement the recommendations, and instructed Merida officials to engage with the OECD to carry out the programme of work.
  • The Head of the Federal Regulatory Improvement Commission of Mexico, Mario Emilio Gutierrez gave a speech on the status of the regulatory improvement policy at federal level in Mexico

The following steps in the programme of work will include a two-day training workshop on regulatory policy for Mérida officials, as well as the preparation of three reports to assess progress in the implementation of the recommendations.

The recommendations to Merida to simplify formalities of high impact on business activity are based on national and international good practices highlighted in the Guide to Improve the Regulatory Quality of State and Municipal Formalities and boost Mexico's competitiveness.
